I think because of Eve's nature (Skill training in real life) if they ever tried to release an Eve 2, and make everyone start again they'd lose a lot of players.
Unlike most other games out there you can't just grind your way back up, so if CCP don't want to lose a lot of there core player base they have to keep expanding Eve.
But Trinity has proven that there is no reason for Eve not to continue and grow as the same game.
Infog, the Eve expansions are all free of charge CCP don't charge for them at all. Probably because until a lot of games the expansions aren't optional you HAVE to download it to continue playing.
